We are, for example, pushing ahead with the creation of an EU diplomatic service - a proposal which, pending formal ratification of the constitution, has no legal basis. In the field of justice and home affairs, we have gone even further in pre-empting many of the constitution's clauses, in particular those to do with the creation of a pan-European legal system and European Public Prosecutor. And before the constitution had been ratified, the European Court of Justice had indicated that it would treat the Charter of Fundamental Rights as justiciable.
Asked formally by the European Parliament what parts of the constitution they intended to implement without waiting for formal ratification, only five of the current Commissioners answered that it would be wrong to anticipate the results of the national referendums. The other 20 all replied, in one way or another, that they intended to forge ahead at once without waiting for the outcome of the national ballots.
I hope that my country will vote "no" to the constitution, and I am campaigning to that end. But if I lose, I shall accept the result with good grace. I would urge those of you who support the constitution to display a similar respect for the democratic process, and not to try to implement large parts of this constitution even If one or more member states have voted against it. No means no.
Listening to this debate, after the French and Dutch referendum, I am reminded of Bertold Brecht’s lines.

To which I say:
Do your damnedest!Current polls in the Netherlands show that 82 per cent of Dutch voters would now vote “No”: a tribute to the level-headedness of that brave people. But if the Eurocracy thinks they can turn them around, I say to them, be my guests. Doing so would at least prove their commitment to the democratic ideals they so frequently invoke. Far more outrageous would to push ahead with the implementation of the constitution without popular consent.
Yet this is precisely what they are doing. Look at the number of policies and institutions envisaged by constitution that have been, or are being, enacted regardless: the European External Action Service, the European Human Rights Agency, the European Defence Agency, the European Space Programme, the European External Borders Agency, a justicable Charter of Fundamental Rights. None of these has a proper legal basis outside the constitution. By adopting them anyway, the EU demonstrates that it will allow no force, internal or external, neither its own rule book nor the expressed opposition of its peoples, to arrest the rush to political assimilation. The Euro-elite vindicates the severest of their opponents’ criticisms, or in the words of my countryman Oliver Cromwell.

Als Zuid-Nederlander vind ik deze situatie een aanfluiting van de democratie. Ik heb tegen de Europese grondwet gestemd, niet omdat ze "te liberaal" was, maar omdat de moddervette socialistische saus die men erover gegoten had de ganse EU-gedachte vernietigde. Ik ben niet per definitie tegen een Europese Unie, maar wel tegen het model dat voorligt. Nederland blijft vrij. Nederland blijft zichzelf besturen, en niet één of andere Spaans-Portugese neo-communistische bende ergens in een verafgelegen hotelkamer of parlement. De EU moet een vrijhandelszone blijven, maar zeker geen politieke unie.

Ja, Dan Hannan is nog één van die weinig overtuigde MEP's. Een beetje de Ron Paul van de EU als je het mij vraagt. Het is iemand met een zeer duidelijk wereldbeeld (zeer Brits-centrisch) die daaraan vasthoudt, wat zijn partij of zijn medeparlementairen ook mogen zeggen. Hij werd gekozen met een anti-Europees programma en probeert dat nu getrouw na te komen, deels met succes.
Ik heb zeer veel respect voor dit soort politici. Hannan komt ook niet uit een politiek geslacht, maar is het schoolvoorbeeld van de "citizen politician", een beetje zoals Ronald Reagan. Ik vind tal van zijn argumenten getuigen van een verkeerd wereldbeeld (Engeland is nu éénmaal geen wereldmacht meer), maar hoop oprecht dat er wat meer Daniel Hannans opstaan binnen de EU. Martin, stop met in het verleden te leven. De gulden is "verschwunden" en dat zal zo blijven. We zitten nu éénmaal met de euro opgescheept. Jammer voor zij die daar een halszaak van willen maken. Wordt eens wakker, Martin. Je woont in Europa nu.
En Evelyne, Reagan was inderdaad een groot president, OMDAT HIJ GELUK HAD DE VAL VAN DE MUUR EN HET VERDWIJNEN VAN DE USSR TE MOGEN BELEVEN VANUIT HET WITTE HUIS. Zelf heeft hij daaraan niets bijgedragen. Het was een acteur, en daarmee is alles gezegd.
